<h3>Job Description</h3>
Overview The Rescue 21 system is a Command, Control, and Communications mission critical system that provides dual mode (digital and analog) VHF, UHF and DSC communications. It was designed to utilize technology to accurately locate the source of maritime distress calls. The Rescue 21 system consists of three separate variants: Coastal, Western Rivers and Alaska. The Field Engineer reports to the Rescue 21 Project Manager and will perform assignments that will perform assignments that directly and indirectly support all tasks to maintain the Coast Guards Rescue 21 system to meet all performance specifications. Performs routine, non-routine and complex assignments involving responsibility for planning and conducting day to day operations in the sustainment of 57 sites geographically dispersed throughout the center of the country. Performs complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Selects and adapts plans, techniques, designs, or layouts. Contacts personnel in related activities to resolve problems and coordinate the work; reviews, analyzes, and integrates the technical work of others. Supervisor or professional engineer outlines objectives, requirements, and design approaches; completed work is reviewed for technical adequacy and satisfaction of requirements. Alone, or in a team environment, perform or support installation, testing, verification, repair, diagnostic analysis, and calibration of various systems. Provide organizational, intermediate, and depot level troubleshooting and support of fielded systems. May train and be assisted by lower level technicians. Performs at this level one or a combination of such typical duties as assigned. MAJOR DUTIES AND RESPONSIBILITIES: • Possibly lead a team of 3 to 5 indiviuals in the system development, testing, installation and or integration for Rescue 21 Western River sites or on board US Coast Guard Boats and Cutters. • Designs, develops, and constructs major units, devices, or equipment; conducts tests or experiments; analyzes results and redesigns or modifies equipment to improve performance; and reports results. • Performs and supervise others in the installation/removal/upgrades for electrical/electronic/C4I tasks. (i.e. wiring of terminal boxes, testing and verifying connections, meggering cables, testing and troubleshooting, etc.) • Analyzes technical data to determine applicability to design problems; selects from several possible design layouts; calculates design data; and prepares layouts, detailed specifications, parts lists, estimates, procedures, etc. May check and analyze drawings or equipment to determine adequacy of drawings and design. • Performs system testing to evaluate performance and functionality. • Operates tools to aide in fabricating, installing, removing, upgrading tasks. • Uses drawings, technical manuals, instructions, standards, and specifications to perform system installation/removal/upgrade activities • Perform cableways, connectors (trainee), fire watch, confined space, and may have some special quals (i.e.: Fiber Handler, Shipyard Competent Person, Paint sampling, etc.). • Understands the scope of work (i.e.: electrical - wiring a terminal box, test and verify connection, meggering a cable, etc.). • Read and interpret installation drawings and cable run sheets. Fabricate various connectors by soldering and/or crimping for navigation, communication and power equipment. • Diagnoses and isolates equipment and system malfunctions which fail to respond to standard corrective measures. • Constructs components, subunits, or simple models or adapts standard equipment. May troubleshoot and correct malfunctions. • Follows specific layout and scientific diagrams to construct and package simple devices and subunits of equipment. • Conducts various tests or experiments which may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data. • Extracts and compiles a variety of engineering data from field notes, manuals, lab reports, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation. • Assists and at times supervises a team in design modification by compiling data related to design, specifications, and materials which are pertinent to specific items of equipment or component parts. Develops information concerning previous operational failures and modifications. Uses judgment and initiative to recognize inconsistencies or gaps in data and seek sources to clarify information. Perform annual RFF Physical Site Inspections using an inspection checklist and digital cameras, one with a zoom lens. • Identify and correct site facility deficiencies to include performing housekeeping and maintaining HVAC, locks and doors, electrical and lighting, grounding components and cable and building weatherproofing. • Complete Site Inspection document using Word application to include inserting required photos. • Perform Tower and Antenna System Inspection (TASI) reviews to include 1) analyzing inspection results and photos to develop an accurate evaluation of the antenna system, 2) completing an inspection report to include inserting required photos, 3) creating a TASI Discrepancy spreadsheet and 4) completing a repair report to include inserting required photos. • Identify changes in equipment and site configurations and edit existing as-built drawings using TurboCAD, Visio and Excel applications. REQUIRED SKILLS: Experience, Education and Licensure: • Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance. • Bachelor's Degree or 2 years relevant Rescue 21 or ELMR Engineering experience. • High School diploma, 10 years experience in US Coast Guard or US Navy C4I system installation integration and engineering support, US Coast Guard prefered. • Or High School diploma, US Coast Guard or Navy "C" or "A" school 8 years experience in US Coast Guard or US Navy C4I system installation integration and engineering support, US Coast Guard prefered. Expected salary range of $144,900 to $161,000, varies based on experience, along with comprehensive benefits package that includes bonus and 401(k).
Primary Purpose of Position
Performs advanced engineering problem solving in support of nuclear plant operations. Responsible for technical decisions. Possesses superior knowledge in functional discipline and its practical application and has excellent knowledge of applicable industry codes and regulations. Functions with recognized industry-level of expertise in a technical area.
 
Primary Duties and Accountabilities
<ul>
<li>Perform advanced engineering and technical tasks in support of nuclear plant operations. </li>
<li>Perform independent research, reviews, studies and analyses in support of technical projects.</li>
<li>Provides in-depth technical expertise to develop, manage and implement engineering activities related to plant safety, reliability, maintainability, and availability ensuring compliance to customer's needs, regulatory requirements, and corporate policies.</li>
<li>Accountable for the accuracy, completeness, and timeliness of work ensuring proper configuration management and assuring that standard design criteria, practices and codes are used in preparation of plans and specifications.</li>
<li>Provide technical expertise and consultation through direct involvement to identify and resolve equipment and system problems.</li>
<li>Provides initial or complete task management of engineering issues.</li>
<li>Recommends equipment, new concepts and techniques to improve performance, simplify construction, reduce costs, correct design or material flaws, or comply with changes in codes or regulations.</li>
<li>Supports plant design modifications, testing and problem solving.</li>
<li>Assure all engineering products prepared or overseen are in accordance with applicable safety analyses, industry codes, and all regulatory requirements.</li>
<li>Develop, implement and coordinate functional supervisory activities including, but not limited to, personnel, budgetary accountabilities and planning goals with respect to engineering personnel.</li>
<li>Perform other job assignments and duties as directed by management or pursuant to company policy, including but not limited to emergency response, departmental coverage, call outs, and support of outage activities in positions outside the department.</li>

Minimum Qualifications
<ul>
<li>Bachelor's degree in Engineering (Chemical, Civil/Structural, Electrical, Industrial, Mechanical or Nuclear) with 10 years of engineering experience </li>
<li>Demonstrated technical leadership experience (e.g. Duty team lead, inspection lead), teamwork and leadership attributes </li>
<li>Maintain minimum access requirement or unescorted access requirements, as applicable, and favorable medical examination and/or testing in accordance with position duties </li>
