Job Title: Manager of Residential Services Type: Full Time

Location: Houston, TX 77006 Department: Residential

Reports To: Chief Clinical Officer Salary: $65,000 to $75,000 Annually

Pay Schedule: Semi-monthly

Position Summary:This position is responsible for the oversight and development of a 24 hour residential services SUD program in alignment with the WholeLife model. This includes but not limited to systems modifications, residential program flow and day-to-day management of residential services including residents, personnel, buildings, equipment, grounds and maintenance in order to ensure compliance with standards and the safety and well-being of the residents. The person in this position will provide some direct services to clients and provide insight into the residential housing programmatic process to more effectively reach the long-term goals and objectives established by the agency. This position is responsible for ensuring compliance in the residential housing for all levels of care.

Residential Housing Program Administration:

  • Ensure that the residential program provides an atmosphere that is conducive to the safety and well-being of residents from a client-centered, trauma-informed and recovery-oriented approach.
  • Provide strong guidance and leadership to the residential team.
  • Work closely and collaboratively with program management team to ensure quality and comprehensive care of clients through a synergetic team flow.
  • Ensure compliance with the various standards the agency must meet (i.e., Texas Department of State Health Services, City of Houston Health department, City of Houston Fire Department)
  • Ensure there is adequate and timely communication between residential staff and clinical/support services staff in regard to resident concerns.
  • Submit monthly and other reports as requested by the Chief Clinical Officer.
  • Assist in monitoring the safety and condition of the buildings, furnishings, equipment, and grounds and notify the Manager of Operations when there is a problem.
  • Help develop an annual budget and monitor expenses.
  • Coordinate staff/volunteer activities on the residential campus.
  • Attend staff meetings, retreats, and consultations which may be outside of regular work hours, as needed.
  • Organize and implement emergency preparedness, shelter in place and evacuations.
  • Participate on the Safety Committee.
  • Other duties as assigned by the Chief Clinical Officer

Client Services Administration:

  • Maintain a system for monitoring the supervision of client medications including the disposal of medications and act as a liaison between doctor, clinic, hospital, and client as needed.
  • Budget and monitor use of over-the-counter medications and medical supplies.
  • Ensure adequate supervision of residents in all phases of the program.
  • Maintain a schedule and procedures for resident and facility safety (i.e., fire safety meetings, fire drills and various in-services).
  • Ensure that all resident information is locked up to ensure confidentiality.
  • Maintain resident emergency contact information.
  • Maintain adequate psychosocial information to inform staff and medical personnel if needed.
  • Ensure there are procedures for providing random drug testing and searches.
  • Ensure the cleanliness and orderliness of the residential facilities by residential staff and clients through monitoring the schedules and performance of clients in their performance of household duties and laundry.
  • Oversee the collection of individual clients rent payments as outlined by the HUD Eligibility Form.
  • Ensure there are monthly resident council/community meetings to allow for suggestions and feedback.

Coordination and supervision of personnel:

  • Hire, orient and supervise residential staff per state/agency standards.
  • Ensure there is on-going training for all residential staff (ie, First Aid/CPR, Abuse and Neglect, Trauma Informed).
  • Ensure that agency and program policies and procedures are understood and followed.
  • Conduct timely performance assessments.
  • Ensure that time sheets are submitted on time.
  • Maintain a monthly all residential staff meeting.
  • Maintain a weekly FDPW meeting for staff who work during weekdays.
  • Provide supervision and support to a team who works on a 24/7 basis. Be available evenings and weekends.
  • Maintain weekly supervision with FT time and monthly supervision with PT staff.
  • Maintain monthly work schedule with adequate staff to ensure resident safety.
  • Participate in on-call manager rotation
  • Provide coverage for all unfilled shifts after all sources are exhausted.

Food Services:

  • Serve as an onsite liaison to Luby’s Culinary Kitchen and provide regular feedback to CCO on the partnership.
  • Work collaboratively with Luby’s Culinary Kitchen supervisor and staff on overall general program support.
  • Ensure that Luby’s Culinary Kitchen is aware of all food allergies, and dietary needs of clients
  • Create kitchen training/chores duties and schedule in collaboration with Luby’s
  • Ensure that residents involved in meal preparation are trained per local/state standards.
  • Approve invoices for specialty food and related supplies.

Facilities/grounds:

  • Ensure procedures are maintained for clean and pest-free kitchens, pantries, community spaces and living quarters.
  • Inspect all residential facilities regularly to ensure the safety of residents and staff and report results to the Manager of Operations.
  • Ensure that residential staff reports in a timely manner all maintenance and facility concern to the Manager of Residential Services and Manager of Operations.
  • Monitor household expenses.

Other Responsibilities:

  • Other duties as assigned.

Qualifications

  • Education: Bachelor’s degree in Social Work, Nursing, Psychology, Addiction Studies, or a related field required; Master’s degree in one of these fields preferred.
  • Experience: Minimum of three (3) years of supervisory and/or administrative experience, preferably within a residential treatment or behavioral health setting.
  • Licensure: Must possess a valid Texas Driver’s License and maintain eligibility to operate agency vehicles in accordance with organizational and state requirements.
  • Leadership Skills: Demonstrated ability to provide effective leadership, supervision, and support to team members while fostering a collaborative and respectful work environment.
  • Interpersonal Skills: Strong ability to build rapport and maintain professional relationships with clients, staff, and external partners.
  • Flexibility: Willingness and ability to work a flexible schedule to meet program and client needs.
  • Teamwork: Proven capacity to work cooperatively and contribute to a multidisciplinary team environment.
  • Professionalism: Exhibits sound judgment, emotional maturity, and composure in managing multiple priorities and sensitive situations.

Physical Requirements:

  • Person in this position must be able to sit, stand, and use desktop technology for long periods of time and be able to lift up to 40 lbs.
