BridgePhase is seeking an Agile Acquisitions Contract Manager to join our team supporting the Loan Guaranty (LGY) Product Line within the BAM PMO Support project. This critical role primarily focuses on assisting with contract modifications, procurement documentation, and acquisition strategy for software development and operations vendors. The position sits within a PMO Support Team and serves as a vital bridge between acquisition planning and agile software delivery. The ideal candidate will possess strong experience in federal contracting, deep understanding of agile development methodologies, and the ability to translate evolving requirements into structured acquisition packages. This is a remote position.

In this position, you can expect to:

  • Provide comprehensive acquisition support services throughout all phases of the contracting lifecycle
  • Prepare critical procurement documentation including Requests for Information, Statement of Objectives, Performance Work Statements, and detailed cost estimates
  • Develop and maintain acquisition strategies aligned with agile software delivery methodologies
  • Support contract modifications and vendor management for software development and operations contracts
  • Perform strategic planning and analysis to optimize procurement processes and outcomes
  • Lead requirements planning and management activities in coordination with technical teams
  • Collaborate with Contracting Officer Representatives (CORs), Contracting Officers (COs), and Budget Officers
  • Develop Independent Government Cost Estimates (IGCEs) for IT procurement actions
  • Track and manage multiple concurrent acquisition actions using JIRA and other project management tools
  • Translate technical requirements from agile development teams into procurement-ready documentation
  • Provide advisory and technical support to PMO leadership on acquisition matters
  • Ensure compliance with Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR)
  • Facilitate stakeholder communications regarding contract requirements, options, and trade-offs
  • Support budget planning and execution for IT modernization initiatives
  • Maintain detailed documentation and reporting on acquisition activities and milestones


As with any technical environment, the exact role responsibilities will evolve with the changing needs of our client. We are looking for versatile candidates who thrive on new challenges and can readily adapt to additional responsibilities beyond those listed above.

Preferred Experience and Qualifications:

  • At least 8 years of total professional experience with 5+ years in federal acquisition and contracting, preferably supporting IT modernization projects
  • Expert-level knowledge in:
    • Federal procurement documentation creation and management for IT contracts
    • Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR)
    • Government budgeting and procurement lifecycles
    • Independent Government Cost Estimate (IGCE) development
    • Contract modification and vendor management processes
  • Advanced expertise in:
    • Strategic planning and analysis for acquisition activities
    • Requirements planning and management methodologies
    • Agile development principles and how they interface with federal contracting
    • Stakeholder management across technical and acquisition communities
    • Project tracking and management tools (JIRA)
  • Strong experience with:
    • Collaboration with CORs, COs, and Budget Officers
    • Microsoft Office Suite and SharePoint platforms
    • Multiple concurrent acquisition action management
    • Technical requirement translation for procurement purposes
    • PMO support and coordination activities
    • IT contract types and structures
  • Demonstrated ability to:
    • Articulate complex contract requirements, options, and trade-offs clearly
    • Manage detailed documentation with exceptional attention to accuracy
    • Work effectively in fast-paced, agile environments
    • Bridge technical and acquisition communities
    • Maintain organization across multiple concurrent projects
    • Communicate effectively with diverse stakeholder groups
  • Federal acquisition certifications (FAC-C, FAC-COR) strongly preferred
  • Experience with Veterans Affairs or other federal agencies a plus
  • Active or recent federal security clearance required
