Covenant House California (CHC) is a nonprofit organization that provides sanctuary and support for youth overcoming homelessness, ages 18-24. As this position provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

POSITION SUMMARY: To manage, coordinate, supervise, and train a team of paraprofessional counselors to ensure the delivery of services to youth in the Safe Haven in accordance with the Covenant House Mission and Covenant House California Policies and Procedures. This position functions as supervisor of either the Safe Haven Day, Evening or Overnight shift. This position is required to adhere to all agency policies/procedures and practices and ensures staff he/she supervises does the same.

ESSENTIAL FUNCTIONS: (Duties and functions performed based on the shift assigned)

Staff/Team/Program

  1. Manage and coordinate direct care services provided to youth on particular shift.
  2. Provides direct oversight, supervision, coaching and training to Resident Advisor Staff.
  3. Provide direct supervision and oversight to the Security Officer on shift, as well as coordinating safety and security services in conjunction with the SVP, Southern California. This includes; revising safety and security policies, training for staff as well as maintaining the security officer schedule for the shift and collaborating with other Residential Managers to ensure no gaps in Security coverage.
  4. Hold staff team meetings for informational and training purposes in conjunction with the SVP, Southern California.
  5. Responsible for scheduling/coordinating weekly/monthly Residential staff and Security Officer schedules to ensure appropriate coverage 7 days per week per shift.
  6. Provides/arranges emergency back-up staff coverage as needed during staffing shortages. As an exempt manager in the event of a serious staff shortage or a crisis situation, may be required to cover a shift(s) as determined by the DRS.
  7. Monitor staff for appropriate time card punches, punch edit’s must include notes/justification and never to off-set late/early arrivals or adjust for overtime, reviews and signs final time sheets for staff he/she supervises (or as needed/approved).
  8. Assign and monitor staff responsibilities for the shift, including but not limited to: medication distribution, supervision of youth and activities, cleanliness of facility, facilitation of morning and night meetings, transportation of youth to appointments, facilitation of group activities.
  9. Conduct daily shift transition meetings and scheduled staff meetings.
  10. Identify training needs for monthly staff trainings. Work with the SVP, Southern California in curriculum building and provision of trainings for Resident Advisor Staff and Security Officer Staff.
  11. Provide recommendations and assist in the hiring procedures for open positions on the shift.
  12. Assist in updating Policy and Procedures as needed for programmatic changes.

Milieu/Youth

  1. Monitor census to ensure compliance with CHC open intake, restriction, discharge and re-entry policies and procedures. Ensure ongoing monitoring and carrying out of strategic plan goals for Safe Haven.
  2. Provide crisis intervention to residents, as appropriate.
  3. Assist youth in the follow through of assignments and tasks delineated on individual case plan. Maintain awareness of case management process and issues for individual youth.
  4. Attend all weekly team CPR / case review meetings as appropriate by shift.
  5. Responsible for taking the lead on residential follow-ups including identifying pending restrictions and coordinating decisions with the SVP, Southern California. Assist with youth intakes, restrictions, discharges and ensure the proper following of procedures.
  6. Provide appeal process for restricted youth (as appropriate to shift).
  7. Authorize emergency shelter for youth, in conjunction with the SVP, Southern California and Outreach Manager as appropriate.
  8. When scheduled he/she provides coverage as the “Administrator-On-Call” for residential services.
  9. Responsible to monitor the use of petty cash which includes submission of all receipts per transition to the Custodian(s) and ensures that transactions of bus tokens/ tap cards for residents are accurate and can be accounted/reconciled by the Accounting department.
  10. Other duties as assigned.

JOB REQUIREMENTS:

EDUCATION: Bachelor’s Degree in Human Services or related field experience required.

EXPERIENCE: Experience with at-risk youth, preferably runaway and homeless youth. Must have 1-3 years management/supervisory experience working within a residential setting, case management experience preferred.

SKILLS: Knowledge of adolescent development, crisis intervention, Part-R, CPR and First Aid. Must have good organizational skills and the ability to communicate with members, clients, vendors and the public. Ability to exercise appropriate authority when needed and good judgment in crisis situations, good written and verbal communication skills.

TRANSPORTATION: Must have a valid CA driver license, have reliable transportation and a good driving record. Requires approval as a CHC authorized driver and transport clients/staff if needed using agency transportation.

WORKING CONDITIONS: General business/office environment. Must be able to lift up to 40 lbs. on occasion, bend, sit and stand for prolonged periods of time. Some weekend/holiday work may be required.

SUPERVISORY DUTIES: Provide direct and indirect supervision to Resident Advisors, Safety Officers, Per Diems and Volunteers.
