JOB SUMMARY/PURPOSE
The Engineering Manager manages and approves engineering design projects for a Gas Operating Company (OpCo). This may include new gas mains, service lines, system improvement and public improvement projects, city gate stations, system regulation, large customer facilities, long range facility planning and private replacement projects compliant with DOT regulations documented in CFR 192. Provides final engineering approval for projects within limits established by Company policy. Coordinates with and supports other departments regarding engineering related issues. Provides leadership and direction to the department. Provides training and developmental and leadership opportunities for staff.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
- Manages and approves engineering design projects for a Gas Operating Company including new mains, service lines, system improvement and public improvement projects, city gate stations, system regulation, large customer facilities, long range facility planning and private replacement projects
- Ensures that designs are safe, reliable, functional, economically viable and comply with DOT CFR 192 , current Pipeline Safety and Hazardous Materials Administration (PHMSA) regulations and other applicable federal, state and local statues and rules related to gas utility design and installation.
- Provides final engineering approval for projects within approval limits established by Company policy
- Manages workflow responsible for creation of service work orders, designs and other project related documents for the OpCo including permits, specifications, and reports for customers, contractors and others.
- Monitors workflow process to ensure adherence to Company requirements regarding compliance, service level agreements, etc. Reviews and takes action to support continuous improvement of processes.
- Monitors and approves reports including expense accounts, invoices, department budget, time entry, OpCo capital budget review and variance reporting.
- Assists in capital and expense budget preparation and manages these budgets for the organization reporting to this position
- Meets with customers, contractors, government representatives, employees and other management as required and have the authority to make decisions for the Company in such meetings within approval limits.
- Coordinates to ensure open communications with other departments within the OpCo and Company including Rates, Regulatory, Finance and others.
- Provides engineering support to departments within the OpCo and Company regarding engineering related issues.
- Supervises and develops employees. Sets department and individual goals aligned with Company goals. Reviews performance and coaches when improvement is needed.
- Oversees training of new and current employees to ensure appropriate training is received for assigned responsibilities. Provides development and leadership opportunities appropriate for position level.
- Leads engineering support to Company efforts in response to emergency situations including serve weather related conditions.
- Assists in the maintenance of standards and procedures for Gas Operation. Supports with respect to engineering issues encountered during construction and maintenance activities.
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor of Science degree in Engineering from an accredited college or university.
- Preferred: Professional Engineer License
Minimum experience required of the position
- 5 plus years in gas utility design or related project construction design.
- Demonstrated leadership experience (e.g., supervising designers, leading project teams, mentoring, or owning design approvals).
Minimum knowledge, skills and abilities preferred of the position
- Strong understanding of gas utility design and project construction design, including system improvements, service lines, mains, city gate stations, and regulation facilities.
- Knowledge of DOT CFR 192 and other Pipeline Safety and Hazardous Materials Administration (PHMSA) regulations.
- Familiarity with federal, state, and local statutes governing utility design and installation.
- Budgeting and financial knowledge, including capital and expense budget preparation, variance reporting, and cost center management.
- Working knowledge of Oracle applications, PowerPlan, AutoCAD, ArcGIS, hydraulic modeling software, and related systems for approvals, workflow, and reporting.
- Leadership and Management Skills: Ability to supervise, coach, and develop employees while aligning departmental goals with company objectives.
- Decision-making and Problem-solving: Capable of providing engineering approvals and making company decisions within defined limits.
- Communication Skills: Strong ability to coordinate with customers, contractors, regulators, and internal stakeholders.
- Organizational and Planning Skills: Competent in managing workflows, preparing reports, and overseeing project documentation.
- Technical Skills: Proficiency with computer systems and engineering design tools for project management and approvals.
- Ability to provide engineering leadership in both routine operations and emergency response situations.
- Capacity to ensure compliance with regulatory and safety requirements.
- Ability to train and mentor employees, providing growth opportunities and ensuring proper onboarding.
- Ability to support the Emergency Operating Plan and work in varied conditions, including occasional overnight travel.
Physical Requirements
- Able to operate a motor vehicle, including the ability to enter and exit vehicle unassisted.
- Able to perform on-site inspections.
- Able to operate a personal computer, either desktop or laptop.
- Able to sit for extended periods of time.
- Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
- Able to exert up to 50 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.

- Able to wear and operate personal protective equipment, such as respirator, safety glasses, hardhat, gloves, protective footwear and earplugs daily.
- May be required to remain in the service area during emergency events and assume responsibilities assigned by the company to aide in restoration efforts.
