The Cybersecurity Specialist provides support to Cyber Operations and assists with vulnerability and compliance assessments, data analysis, system hardening, and reporting. The analyst reviews, edits, and develops policy, procedures, and processes as necessary to support client needs. Conducts research pertaining to new tools, technologies, and capabilities. Support may consist of developing and conducting Cybersecurity reviews, PowerPoint presentations, white papers, position papers, and briefs and maintaining meeting minutes, and interpreting schedules. The specialist also provides direct cybersecurity support for achieving Authority to Operate (ATOs) at military installations worldwide. This position requires experience working with operational technology (OT) systems and connected IT infrastructure through the Risk Management Framework (RMF) process. The Cybersecurity Specialist will be responsible for working across USMC and DoD services and departments to successfully achieve and maintain ATOs. The Cybersecurity Specialist is to leverage knowledge in utilities computer/control systems (e.g., water, wastewater, electrical power, natural gas, and transportation fuels) as found on military installations, and conduct analysis of IT, facility and utility systems (including SCADA, DDC, EMCS, UMCS, Smart Grid).
Essential Functions:
- Work in a Cyber Range, or equivalent, environment to obtain Type Authorizations for Facility Related Control Systems (FRCS)
Coordinate with other military services to identify which FRCS already have type authorizations; coordinate with appropriate USMC organizations to obtain reciprocity
Coordinate between the Marine Corps Cyber Range (MCCR), or equivalent, and vendors to deploy and configure FRCS within the cyber range - Create, populate, and sustain authorization packages within the Marine Corps Certification and Accreditation Support Tool (MCCAST)
Travel to installations worldwide to provide cybersecurity expertise to assist in obtaining ATOs for FRCS
Conduct research and provide information supporting program/project areas, such as Cybersecurity and Industrial Control Systems.
Review, edit, proofread, and fact-check various technical documents.
Conduct DoD Cybersecurity reviews of computers and networks.
Collect and analyze cybersecurity and network data relating to control systems to identify potential system deficiencies and vulnerabilities.
Conduct research and analysis in support of project and client needs.
Draft briefs for internal and external use on various protection related topics.
Participate in conferences, working groups, meetings, and other events, as needed.
Assist in various administrative duties, as needed.
Execute tasks as assigned by RMC Supervisor to include generation of supporting documentation in support of RMC and client organizations.

Competencies:
- Excellent writing skills, strong communication abilities, good time management and organizational skills
- Experience using tools and applications such as Word, PowerPoint, Excel and SharePoint
- Work confidently in a fast-paced environment with the ability to independently support multiple projects.
- Possess an in-depth knowledge of concepts, best practices and controls in a breadth of cybersecurity areas/domains, such as governance and risk management, access control, cryptography, physical security, security architecture and design, business continuity/disaster recovery planning, network security, application and operations security and compliance/incident management.
- Technical and IT audit or assessment background with practical knowledge of a wide variety of technologies, including control systems, infrastructure and operating systems, network and web infrastructures, database architecture and intrusion detection/prevention systems.
- Experience planning, designing, installing, monitoring, maintaining, and supporting networks, primarily in a Depart of Defense (DoD) environment.
- Ability to work in a team environment and take initiative to help ensure team tasks are successfully completed within required timelines.
- Strong ability to interact and communicate both written and verbally with people at all levels, both technical and non-technical.
- Possess strong problem-solving skills.
- Familiarity with DoD Cybersecurity policy, utility control systems, building control systems and industrial control systems.
Education & Experience Requirements
- Bachelor Degree or 8+ years experience if no degree
- Experience within the Department of Defense (USMC or Navy preferred)
Desired Certificates & Licenses (if any):
- Security +, CISSP
Other Requirements:
- Security Clearance:Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
- Valid Passport:Possession of a current passport with a minimum of 8 months remaining until the expiration date.
- Travel Flexibility:Willingness and capability to travel, approximately 25% of the time.
- Work Environment Compliance:Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license
