The AFL-CIO Advocacy Hub unifies the labor movement around a pro-worker policy agenda, developing, coordinating, and advancing that agenda to the halls of power. From the immigration team within Advocacy Hub, the AFL-CIO is launching a first-of-its-kind initiative to realize organized labor’s immigration policy vision through real-world projects in strategic issue areas, industries and geographies. The Worker-Centered Immigration Lab (“the Lab”) will incubate models for pro-worker immigration advances that can help to instruct more effective national strategies that unify workers and help lift standards for all. The projects supported by this initiative will center the leadership of directly affected activists through fellowships for grassroots immigrant organizers. Supporting pioneering efforts around the country will enable the Lab to distill lessons for broader policy, bargaining and organizing campaigns and develop a diverse new cadre of labor and immigrant rights leaders to help scale up best practices and secure lasting gains.

Temporary position not to exceed twenty-four months and contingent on grant funding.

DESCRIPTION OF DUTIES:

Coordinate with AFL-CIO affiliates and federated bodies on select immigration policy issues, including, but not limited to:

o Unifying immigration-related demands from unions in the higher education sector in the face of attacks on the status of international students and scholars;

o Policy reform frameworks for temporary visas that ensure worker rights and a pathway to citizenship, including legislative and administrative strategies;

o Strategies to promote effective enforcement of labor and employment laws in immigrant-rich industries during an adverse immigration enforcement climate;

o Resumption of refugee resettlement and other humanitarian pathways; and

o Global migration governance and standards.

Conduct qualitative and quantitative research on AFL-CIO’s priority immigration issues.

Generate written reports on issues and projects, including key findings, lessons learned and recommendations for effective worker-centered immigration policy and advocacy.

Liaise with Yale Law School on collaborative efforts, including engagement with law student clinics.

Develop and manage the national Worker-Centered Immigration Fellowship program, a new leadership development program for union staff and activists from the field:

o Assist in selecting Fellow candidates from nominees put forth by affiliates and federated bodies, convene Fellows monthly for briefings and peer-to-peer learning;

o Develop resources and programming for the Fellowship program; and

o Organize an annual in-person convening of Fellows which will allow them to share lessons from the field, receive trainings/educational materials, etc.

Represent the Immigration Lab and AFL-CIO policy positions in coalition and advocacy spaces.

Report to AFL-CIO Immigration Committee on Lab’s progress.

Conduct all necessary grant reporting.

Perform other duties as assigned.

QUALIFICATIONS AND SKILLS:

Minimum of 7 years’ relevant work experience and demonstrated success in relevant areas.

Bachelor's degree in a related field required, JD preferred.

Excellent attention to detail and accuracy.

Excellent communication and writing skills, including the ability to write policy and legal documents and reports, as well as successful ability to speak to large and diverse groups of people, including union members, academics, young workers, union leaders, elected officials, and peers.

Demonstrated ability to manage grants and major projects.

Commitment to improving equity for under-represented groups in the labor movement.

Knowledge and experience with global, national and local structures of the labor movement;

Effective organizational and time management skills and ability to handle multiple high-priority projects;

Excellent understanding of the U.S. immigration legal system.

Experience with legislative advocacy and with drafting and reviewing legal text.

Ability to work well in a collaborative environment.

Ability to work independently within the context of a plan.

Ability to travel, including internationally, in the performance of the duties of the job

Ability to work long hours or weekends as required.

Foreign language skills strongly preferred.
