SALARY: $5,285.00/per month with excellent benefits

DEPARTMENT: Assessment & Taxation & GIS

Description:

The GIS Technician assists the Umatilla County GIS department with the cadastral mapping program for the Assessment & Taxation Department using ESRI software. Assist in variety of data maintenance and quality control projects to support the GIS team. Processes deeds for assessment purposes using Assessment & Taxation software as necessary. Assists citizens and organizations with interpretation of Oregon Revised Statutes and Laws pertaining to subdivisions, partitions, replats and boundary line adjustments.

Requirements:

  • • Proficiency with the Esri ArcGIS suite (ArcGIS Pro, ArcGIS Online) is strongly preferred.
    • Experience with web-mapping applications and creating public-facing dashboards or StoryMaps is highly desirable.
    • Comprehensive understanding of modern cartographic standards, map composition, and data visualization techniques to produce clear and effective mapping products for public and internal use.
    • Demonstrated ability to accurately interpret and translate legal property descriptions, including metes and bounds, and lot and block, into digital parcel data.
    • Graduation from a minimum of a two-year college with major coursework in drafting, GIS, or closely related field; or a minimum of one (1) year relevant professional experience in drafting, GIS, or related field; or any satisfactory combination thereof.
    • Must possess a valid driver's license.
    • Must successfully pass a criminal history background check and pre-employment drug test.
    • High level of proficiency with standard office and productivity software, including Microsoft Office Suite (Word, Excel) and Google Workspace. Experience with digital scanning and document management.
    • Foundational knowledge of property assessment and taxation principles is a significant asset.
    • Proven ability to provide outstanding customer service to a diverse range of individuals. This includes handling public inquiries in person, over the phone, and via email with professionalism, patience, and a commitment to resolution.
    • Excellent oral and written communication skills with the ability to explain complex technical GIS data and mapping concepts to non-technical audiences, including the general public, landowners, and staff from other departments.
    • Demonstrated capacity to establish and maintain effective working relationships with supervisors, colleagues, other county departments, and the public, fostering a collaborative and positive team environment.
    • Ability to work independently with minimal direct supervision, taking ownership of assigned tasks from start to finish.
    • Possesses a proactive and intuitive approach to problem-solving and decision-making.
    • Strong organizational skills with a proven ability to manage multiple priorities, meet deadlines, and schedule time efficiently in a fast-paced environment.
    • Maintenance of good daily attendance, including adherence to working hours is required.
